Collaborative Delivery of New Energy Bases, Considering the Inter-provincial Transaction Mode

ABSTRACT: The construction of large-scale new energy bases in deserts, the Gobi and wastelands is an important measure
for realizing the goal of ‘Carbon neutrality and carbon peaking’. New energy power generation has volatility and randomness,
thermal power units, pumped storage power plants, and electrochemical energy storage have better regulation performance,
can be combined with the fluctuation of new energy for long-distance transmission. In this paper, based on the characteristics
of wind and light resources in deserts,, with the constraint of safe and stable power delivery, and the goal of minimizing the
comprehensive cost of outgoing transmission and minimizing the amount of abandoned wind and light, we constructed a two-
stage multi-objective rolling optimization dispatch model of source-storage synergy, and analyzed the comprehensive benefit
of the joint outgoing system based on the inter- provincial transaction mode, and the choice of transaction mode under different
price levels. Based on the inter- provincial transaction mode, analyze the analyze the comprehensive benefit of the joint
transmission system and the choice of transaction mode under different price levels. Based on the scheduling process, the cost
and value of each subject under different transaction modes are sorted out, and the applicability of the two allocation strategies
based on cost and value under different transaction modes is analyzed. The study will serve as a reference for the optimization
of joint dispatching, participation in inter-provincial trading decision-making, and revenue distribution of new energy base and
thermal power and pumped storage, and promote the improvement of the joint dispatching mechanism of new energy bases.

摘要:在沙漠、戈壁、荒滩等区域建设大型新能源基地是实现“双碳”目标的重要举措。为了探究“双碳”目标下新能
源基地如何实现经济、稳定的电力外送,采用日前-日内两阶段多时间尺度优化构建煤电、抽蓄、电化学储能协同新能源
机组外送的调度方案,并基于省间交易机制对比不同交易模式的收益情况。同时,为了探究更具实操性的效益分配方案,
基于外送调度计划对协同外送中各主体的成本及贡献进行分析,提出不同收益-成本比下的效益分配方案。研究结果显
示,外送收益在省间常规电力交易和省间绿电交易两种模式下的收益大小受绿电价格、绿证价格和绿证出售概率影响,
煤电、抽蓄和电化学储能机组对于新能源基地外送收益贡献率大于 30%,且在省间常规电力交易模式下贡献率大于省间
绿电交易模式下的贡献率。研究对新能源基地源-储协同外送调度优化、参与省间交易决策及收益分配有参考作用。
